You need a parent’s permission before you’ll be able to sign up to the current Microsoft account. These all permission use, while you using Microsoft websites and services. If your parent’s permission are currently available, then it’s really easy to sign up to the current computer.
Need of Microsoft Account Parents’ Permission

You will be directed to a page to change your birth date because the account (email address you are signing up with) somehow indicates you are under 13 years of age. If you accurately select a birth date which says you are older than 13 years, you will be directed to provide credit card information to prove your identity.

The question is – why is Microsoft asking their customers to prove their age and identity?
